Norway has had its wealth tax (formuesskatt) for more than a century. The wealth tax rate is currently 0.85% above a threshold of NOK 1.5 million (EUR 150,000) per person, accounting for around 1.1% of the total tax proceeds in Norway. The paper discusses the definition of a taxable person and the tax base for the wealth tax, including issues of territoriality and the treatment of family foundations and trusts. It also describes the approach to valuation of assets, issues of tax planning and enforcement, and the relationship with other taxes.
